Syracuse University and the city settled a five year dispute over the Carrier Dome making the arena tax exempt. The university will pay at least 100000 annually based on ticket sales from concerts and pro sports at the 50000 seat facility. The city keeps 12 million in 1982 taxes already paid.
The city and Syracuse University reach a settlement clearing the way for major cultural and entertainment events at the Carrier Dome. Since 1985 the dome hosted 27 concerts generating about 15.9 million in local business, with hotels among those hurt by the moratorium.
Senate Intelligence Committee chair David Durenberger said President Reagan signed several secret orders in December and January authorizing CIA arms sales to Iran without Congress. He cited drafts showing funds funded Afghan and Contra rebels, and suggested北operatives aimed to empower Oliver North. testimony to be sought from Donald Regan.

An early morning explosion in Oreland near Philadelphia, likely from a natural gas leak, leveled a house on Summit Lane. Three family members died at the scene and three others were injured as two survivors were blown from their beds. Neighbors reported the blast followed a prior leak and workers from Philadelphia Electric Co. were repairing gas lines nearby. Names cited include Bonifacio and Susan Gamo, Eva Gamo, Gemma Badilies, and Ryan Gamo, with autopsies planned by the Montgomery County coroner.
A federal commission recommended large pay increases for 3,037 workers including Congress, Supreme Court and executive branch officials. If President Reagan agrees, the changes would take effect in February, reflecting inflation but sparking political scrutiny.
A Rochester city court ruled the seven women who exposed their breasts in protest of a nudity law acted within free speech rights, while rejecting sex discrimination arguments. The decision does not bind other judges and the district attorney said an appeal would follow.
