White House ignorant of policy change on minority scholarships
Senator Paul Simon warned of a congressional fight if the Education Department does not rescind a ban on scholarships exclusively for minority students at federally funded colleges. White House officials said they had not reviewed the policy change announced by Michael Williams and were unaware of it, while Bush opposed to quotas. The dispute follows Republican veto history on civil rights measures and highlights uncertainty over how the policy will be enforced across colleges.
