A county grand jury urged stronger Hutchings Psychiatric Center security after the June 24 escape of Byron Walter, 25, from the forensic unit courtyard. Walter remains at large with a county warrant. The report calls for better staff sheriff deputy communication, unit staff security training, and keeping the courtyard door locked. A new 16 foot border wall is under construction and other security upgrades are underway. Walter was committed in January 1980 after being found not guilty by reason of insanity in an assault that killed Virginia Klein, 71.
