The Health and Human Services Department issued guidelines aimed at separating family planning services from abortion clinics. Funds from the Public Health Service Act could not support abortion, and family planning offices must have distinct entrances, be separate from clinics, and cannot assist abortion seekers. Critics call it harassment. supporters say it clarifies policy.
