United Mine Workers leader Arnold Miller says a nationwide coal strike will start at midnight. About 28 mines halted operations as the Bituminous Coal Operators Association negotiates, with 1,800 mines run by BCOA and 130,000 UMW miners at risk. Talks described as not promising. stockpiles may cover 90 days and wage losses exceed $60 daily for miners.
Secretary of State Cyrus Vance will visit Egypt Israel Lebanon Jordan and Saudi Arabia this weekend to assess prospects for a comprehensive Middle East peace settlement. Officials say Syria is blocked by technical problems and that the trip aims to gain insights from regional leaders on moving toward an overall settlement. He will fly to Cairo after NATO talks in Brussels and meet British Foreign Secretary David Owen.

British troops backed by 260 soldiers from Belize and England joined 900 Bermuda police and regiment members as curfew shifts from 5:30 p.m. to 6 a.m. to 9 p.m. to 6 a.m. The island remained calm with only three fire bombs and no reported injuries as crowds of shoppers and tourists filled streets.
A morning snow storm dumped about one inch on area roads and spurred a series of property damage and vehicle accidents in Syracuse. The National Weather Service forecast more snow mixed with sleet and freezing rain through the evening, with temperatures rising to 30 and winds up to 35 mph. Police closed South Avenue near St. Agnes Hill and responded to several crashes including a noninjury school bus incident on Ashworth Place.
The Supreme Court ruled 6 to 3 that officers may legally order motorists to exit their vehicles during traffic stops. The decision upholds that face to face contact improves officer safety and reduces the chance of unobserved movements, though three justices dissented citing overreach of police powers.
Washington regulators ordered a 10 day suspension of trading for the National Bank of Georgia stock. Comptroller John Heimann cited increased volume and price movement and allowed time for the public to learn about Bert Lance's negotiations to sell part of his bank stock holdings. The halt took effect immediately.
