Meeting in Malta with Soviet leader Mikhail Gorbachev signals rapid political change across Europe and a push to accelerate three central arms control treaties. Bush says eight hours of talks improved relations, with no concrete agreements but a commitment to speed chemical weapons ban, cut long range missiles by up to half, and reduce troops and armor.
Rebels loyal to Corazon Aquino fight government troops in Makati Manila trapping hundreds of foreigners including Americans in homes and hotels. At least 10 dead and 15 wounded as clashes continue with rebels firing from high rise buildings and a recoilless rifle strike on an office building.
The Associated Press reports Cpl. Robert Salvador, 25, of Manila, fired a bazooka and destroyed a rebel vehicle during clashes between government forces and mutineers. Moments later he learned the crew included his brother Sgt. Roger Salvador, 29. The brothers fought on opposing sides as violence raged at the main gate of the military headquarters.
