Five day work week proposed to speed budget bills
Rep. Sam Gibbons proposes a Monday start to a five day House work week to finish appropriations by April 1 and have bills on the President's desk by July 1. He argues the plan would force quicker conferences, though risks include longtime delays and continuing resolutions. The bid for House Democratic leader is contested by Rep. Thomas ONeill with caucus in January to replace Hale Boggs who disappeared in October.
