Berlin reported continued Soviet losses clog roads while a test of a warship against a warplane loomed. German claims said bombers damaged a Russian destroyer near Odessa and outlined Black Sea forces including one battleship and one aircraft carrier.
German sources label the Roosevelt Churchill pledge to Stalin a propaganda ploy to cover up the failure of their high seas meeting. They claim the eight points are a ridiculous outcome and that a new message to Stalin was sent 36 hours after the talks.
Federal, state, and local government vehicles get first call on supplies as a ten percent cut hits motorists. Ickes says oil industry plans to double 100 octane aviation gasoline refining to avert shortages for Russian, British, and American air forces. Berlin reports German bombers sank two merchant ships totaling 7 500 tons off the British east coast and damaged a larger vessel near the Faroe Islands. It says Cambridge targets were hit with heavy explosives while a patrol boat downed a British chaser.
Rome reports that the Italian expeditionary corps breached rear guard Russian units in a two day battle and is advancing toward new objectives along the Bug River.
Roosevelt and Churchill met at sea aboard the Augusta and the Prince of Wales to discuss postwar aims. The Potomac was en route to Rockland with Hopkins and military aides aboard as security tightened for the President’s shoreline arrival.

Ankara reports Turkish officials considering a German request to move food by rail to the Russian border after denying transit of war materials. The proposal, linked to hopes Nazi forces advance through Ukraine toward the Caucasus, is viewed as potentially securing supplies for a drive toward Iran.
Philadelphia on August 20 reports a slow start for home defense volunteer recruitment. Council Chairman Dr Hubley Owen said many will not respond until danger is real. Only 227 men and women answered the call for 50,000 volunteers, with the drive continuing indefinitely.
Ankara after a heated dispute with Britain and Italy over treaty limits allowed the Italian naval tanker Tarvisio to pass to Romania for oil. The permit came with a caveat that there be no further exceptions to the Straits rules and follows two prior waivers.

Seven year old Sabati Caponi of Inwood narrowly escaped death after his bicycle crossed Long Island Railroad tracks in Far Rockaway. He was struck by the third rail, hurled six feet, and suffered only second degree burns on the leg.
