Washington AP report says former President Nixon has paid whistle blower Ernest Fitzgerald 144000 dollars and may owe 34000 more to drop a 3.5 million damage suit. Morton Halperin, a national security aide, says the payments endanger his own suit for illegal wiretaps. The two cases raise questions about presidential immunity from damages for acts while in office.
