Governor Harriman urged effective and carefully planned prevention as the sole guarantee against juvenile crime. Read by Mayor Mead, the statement accompanied regional meetings on delinquency at Onondaga County War Memorial, the first of 11 sessions ahead of a statewide Albany conference.
A roaring blast leveled the Gateway Restaurant in Andover near Pyma tuning Lake on Route 6. Twenty one bodies were found, eighteen injured, and at least two people missing as fire crews labored through drizzle to recover remains from the two story frame building and surrounding debris. A Pittsburgh family of four, the Schroeder family, was confirmed among the dead.
Two C-119 Air Force transports collided in formation during a training flight near Freudenstadt Germany. Both planes exploded and crashed burning a forest as helicopters were sent to the scene. The nine plane mission included members of the Seventh Army with Rhein Main Base as home station.

Former Air Force captain Ren S. Van Fosson, 36, a House Un American Activities Committee investigator, was indicted for unlawfully removing a classified Air Force file and converting it for his own use. He resigned last November and was jailed in Silver Spring Maryland after a federal grand jury indictment linked to a Lovestone era document.
Narcotics agents arrested Quincy Cannon, 48, a suspected dealer, after tracking a dog used by a dealer to retrieve narcotics. State Inspector Louis Noel said a customer would place a bill in the dog's mouth, which would fetch narcotics. Agents used marked money with an informer to guide the dog’s trail.
At least 30 men women and children are believed drowned when a launch capsized on an artificial lake behind the Luni Dam. Most victims were tin miners and families en route to a religious ceremony. authorities search for survivors and assess casualties.
Adlai E. Stevenson indicated in a public informal news conference that he plans to announce in November his bid for the Democratic presidential nomination next year. He outlined a possible campaign against President Eisenhower, arguing the administration’s foreign policy could still falter and urging action on education health housing and related issues. An appeal for nurses went out as Massachusetts polio emergency was labeled a mild epidemic by Dr. Joseph P. Reardon. The Massachusetts State Nurses Association seeks 43 nurses for four Boston hospitals, with a statewide call possible if responses fall short. Through Aug. 10 the state logged 1,038 polio cases, 44 deaths, and 31 victims had prior Salk vaccine injections.
In Tokyo the U S Army announced that children of American military personnel in the Far East will receive free Sark polio vaccine within the next two months.

In Rossano Italy a baptism crowd collapsed a floor at the home of Agostino Capeverde killing a baby boy and injuring 14 others including the priest and guests. The disaster struck during the baptism of twins yesterday.
The U S Public Health Service reports polio cases up 3 percent last week to 3 409 nationwide. Most increases centered in Boston and the Northeast with New England Middle Atlantic and East North Central states showing about half the rise. About 60 percent of cases occurred in those areas while Southern and Western states fell. The weekly toll compared with 1 037 previous week and 1 608 five year average.
Harold Rowley, 56, of 306 Second North St, received a suspended 30 day sentence in Onondaga Penitentiary and a 50 dollar fine in Traffic Court for driving while intoxicated. Judge Truman H. Preston fined 300 dollars but suspended 50 of the original. On April 3 patrolman Charles Tighe reported Rowley struck a car driven by Leonard M. Trouskie Jr., 35, in the 500 block of Wolf St Central Square.
