The West views the Soviet proposal for immediate foreign troop withdrawal from Korea as a propaganda ploy by Jakob Malik. Aus tin labels it a clever device, while observers note the maneuver temporarily adjourned the UN Security Council and shifted attention ahead of a potential vote.
Defense officials plan a 28 percent rise in Army Navy Air Force and Marines by November 1 bringing total strength to 1,828,500 from 1,458,500. The Army leads the gain with about 100,000 draftees and 62,000 reservists plus 50,000 national guardsmen. Air Force adds about 60,000 with expanded groups, Navy adds 40,000, and Marines could double from 74,200 on active duty.

An explosives laden twin engine Marine transport plane crashed belly first in a field near Oklahoma City as it attempted an instrument landing in heavy fog. Six crewmen escaped before explosions intensified. Maj. L. W. Wright of Tinker reported the craft en route from Cherry Point to Moffett Field with power failure. Firefighters kept distance as flames spread to cargo described as ammunition.
Western foreign ministers voted to grant Western Germany and the Saar associate membership in the Ministerial Committee of the Council. Irish Foreign Minister Sean MacBride announced the decision after the morning session, calling it a deliberate step toward full membership in the European Council, the unofficial parliament of Western Europe.

Denmark announced plans to spend 400 million kroner over the next two years on rearmament and civil defense, lifting the defense budget to 29.1 percent of the national budget.
