Walter R. Davis of Texas seeks to extend a sandbag bulkhead to protect vacant lots beside his island house, challenging state rules that permit only temporary barriers and protect historic structures. Regulators say the plan is illegal, and the case, aided by lawyer C.C. Harness III, could affect North Carolina's 15 year ban on hardened shoreline structures and protections for private property. Davis may be forced to move his house as beach erosion continues.
