Amendment on rights of victims sparks lawsuits in North Carolina
A NC Senate panel backs a proposed constitutional amendment to grant crime victims specific rights. The measure would require courts and district attorneys to keep victims informed, allow them to attend trials and give victims a chance to speak before sentencing, and provide possible compensation from criminals. The bill ensures victims cannot sue the state or counties for damages if rights are violated, a point of critique by Sen. Frank Ballance.
