The program open to students who have completed two years of College work or who have equivalent education has been developed in accordance with guidelines set Forth by the Council on social work education and with recommendations of the National association of social workers. Area students interested in entering the program May apply during Quarter i registration on the Sarasota Campus sept. 20-22. Classes begin on sept. 26. Yeatts complaint revolved around a decision by the Council and City manager Dale Rieth to take away the car he had previously been assigned on a 24 hour basis. Yeatts claimed that the car was promised to him As a condition of employment and that to deny him use of a vehicle on that basis would be a breach of contract. Under the City a grievance policy the Council has the option of either having a hearing on the complaint or rejecting it without discussion. All of the councilmen voted by ballot not to hear the grievance except John Vickers. Eugene Caffrey is on vacation and did not vote. Councilman Bill Freeman said he considered the matter an administrative decision and Felt that it was handled properly by Rieth. He also explained that he saw no Validity in Yeatts claim that he was promised a car other than for official use which Freeman said Yeatts has now. Yeatts uses a vehicle from the City motor Pool when one is available. One City employee said the fact that the Council refused to hear the grievance proves the policy does not work and invites unionization of City workers. But Freeman defended the grievance policy saying it could be used when an administrator oversteps his Bounds. In that Case he said the Council would hear the complaint. Mayor Harry Case agreed with Freeman that the decision on the car was managerial and not one the Council should consider. The results of a study conducted by the firm of Alexander and Alexander indicate the City would considerably upgrade its pension plan for a total annual Cost of $22,000. The analysis also notes that the Florida retirement systems Fra plan which covers All City employees except those in the police and fire departments May encounter future financial difficulty and recommends that the Public safety officers do not join. The suggested program would base pensions on the average earnings of the highest five years out of the last ten years rather than on the last ten years. It would change the retirement age to either age 60 and 10 years of service or age 55 and 25 years of service. Hopes were that a third used vehicle could be purchased with funds in the districts first year continued on Page 4 the Sarasota county commission will take no action to create municipal service taxing units until the dual taxation and consolidation suits have been settled. In the Wake of the county a charter review boards criticism of the commission for failing to establish the taxing districts commission chairman Beverly Clay said such action is pending the outcome of the litigation. The review Board decided last week to have its attorney William Boylston research Florida statutes to determine whether commissioners have broken the Law by not creating the taxing bodies. County residents last year approved a referendum providing for the establishment of municipal service taxing units. In july Phil Mcguire county director of management control and Hugh Mcguire former charter review Board member presented commissioners with a plan by which the units could be implemented so that certain county areas would be taxed Only for the services from which they Benefit. Commissioners have taken no action on the proposal. But mrs. Clay indicated any response would be inappropriate at this time because of the pending status of the consolidation and dual taxation suits. The county a municipalities have charged that the present tax assessment Structure is inequitable because it charges City residents for services they do not receive such As Protection from the sheriffs department. That litigation is presently in the courts. In addition the county has proposed consolidation of five departments including Road and Bridge air and water pollution control Parks and recreation Law enforcement and planning and zoning. However the move to consolidate has been ruled unconstitutional and the county is presently appealing the decision to the state supreme court. Mrs. Clay said the outcome of the Legal action will determine the county a direction in creating the taxing units. She called the charter review boards implication of commission wrongdoing Quot completely a they review Board perhaps do not understand the function of the Board of county commissioners a she suggested. Quot this is not the kind of thing that can be done overnight. When taxes Are involved it has always been the boards commission feeling that the people need to be mrs. Clay said once the Legal disputes Are settled she would be in favor of further study to determine equitable Boundary lines for the taxing units. Then she added the people should be Given the Opportunity to decide in a referendum whether or not to accept the districts. Of the officers death. Under the recommended program eligibility is immediate if the disability occurs in the line of duty otherwise five years of service i. Required. If a policeman works past the Normal retirement age under the Alexander plan the officers additional service and earning increases will increase his pension. Although All City employees with the exception of the uniformed departments Are covered by the Florida retirement system the Alexander study advises the two departments against joining that system. The study indicates that a 1973 actuarial report on the frs reveals a the Florida retirement system is not being adequately financed and there is no provision in current Laws to Correct this situation. Matching contributions in aggregate Are not completely adequate to cover the costs for new members. A unless remedial action is taken the system will eventually become insolvent at a time when the liabilities will run into Many billions of the Alexander study also suggests the state a May be seriously under charging for benefits provided under the frs a noting the annual Cost of providing frs benefits Independent of the frs would be $104,476, while the City a contribution under the system would Only be $23,555. The pension committees of the police and fire department will meet to decide which portions if any or the Alexander study should be adopted. Then the committees will again meet with Alexander representatives to work out a final plan which will be subject to approval by the City Council. Try try again to get funds anyone 65 and older who used the South county ambulance service during the months of March april or May and was refused medicare reimbursement now has a second Chance to get Back some Money. About 100 persons who required emergency ambulance service during the District s first several weeks of operation were not eligible for medicare funds because the ambulance service did not have a necessary provider number. The number assigned by the insurance company must be included on every reimbursement claim in order for Blue Cross Blue shield to award any Money. Although the local emergency service which began operations March 28, applied for its certification in february the papers were lost somewhere in the bureaucratic Maze Between the state department of health and rehabilitative services and the Blue Cross Blue shelf office. Several eligible persons submitted claims to the insurance company but were denied reimbursement As a result of the governmental mix up. However the problem has been worked out and All those affected May resubmit their medicare claims. After paying their emergency service Bills at the ambulance Headquarters on bypass-41 near Grant Plaza eligible medicare recipients should transcribe the provider number stamped on the receipt to their insurance claim application. Blue Cross Blue shield will then handle the claims according to Normal procedure.
