Washington July 29. A 150 page statement by Rosewater Devine Hilles details that Taft’s 561 first ballot votes overcame 238 Roosevelt contests. It argues 164 were frivolous, and the remaining contests produced a Taft majority through state delegations in Arizona Indiana Kentucky Michigan Texas Washington Oklahoma Alabama and others, with the Taft slate seated.
