Indemnity Bond Plan for China Would Bind United States
Washington May 22 The state department has accepted Mr Rockhill's outline for funding China's indemnity through bonds bearing four percent interest. A joint guarantee by Russia and others could entangle the U S for over twenty five years. Proposals call for each nation to hold bonds equal to its indemnity claim and sell them with guaranteed interest to preserve China's integrity. An international board would collect revenue from China to service the bonds, preventing territorial seizures while safeguarding overall sums.
