Appointment of McDougall as North West Territories governor
On September 28 1869 William McDougall was appointed lieutenant governor of Rupert's Land and the North West Territories but could not enter Canada as Metis leaders objected. He issued a self styled proclamation before federal action, undermining the Hudson's Bay Company governance and paving the way for Louis Riel to form a provisional government. The controversial episode dubbed the troubles of 1869 ended with McDougall never serving as governor.

Who Is Blameworthy For The Government Mess
The piece argues that government has expanded into private affairs, creating a paternalistic welfare state. It cites a Montreal postwoman urging a taxpayer strike and notes potential consequences of such actions.
