Reagan plan trims CIA watchdog controls and covert action reports
Washington AP The Reagan administration proposes to reduce outside scrutiny of the CIA by eliminating a full report requirement on planned covert actions and curbing an independent watchdog board. Critics warn of too much inner secrecy while supporters say individual rights are protected.
