U S may urge Illinois after utility costs
President Reagan's administration signals it may press the Illinois General Assembly to end automatic pass-through of transportation costs for western coal. Morrill noted the administration will study state rules affecting coal movement, marking a rare federal look at midwestern coal issues. Anti-pass-through bills have already passed in Springfield with United Mine Workers backing the measure.
