Illinois forms management battles cost for state saves scraps
Governor James R. Thompson launched a 1978 drive against excessive state paperwork. Three years later the forms center shows slow progress yet promises savings amid revised envelopes memo pads and a universal inter office mail system. The effort reports some cuts in clerical costs and storage and cites progress at the Environmental Protection Agency as well as adoption of formal rules. Rep. Robert Winchester notes potential large savings if fully implemented.
