Six arrested in meth probe in Grand Tower
A joint operation by Jackson County Sheriff's Department and the Southern Illinois Enforcement Group led to six arrests in Grand Tower Tuesday and Wednesday. James D. Clover, 38, and Joshua T. Smith, 25, face federal charges for meth manufacture and distribution. both remain in U.S. Marshals Service custody. Harry R. Libbert, 23, and Lori A. Phelps, 27, were charged by the state with meth possession and drug paraphernalia. A 15 year old was present and released to parents. William E. Golliher was arrested on Wednesday for conspiracy to manufacture and distribute meth.
