Poverty rates up in Southern Illinois despite fewer welfare cases

A Heartland Alliance study based on Illinois data finds welfare caseloads declined since 1997 reforms but poverty remains stubborn. In Union and Franklin counties TANF aid dropped from 1992 to 2002, while poverty rates held high due to factors like single mothers’ education and infant mortality. The report notes a growing gap between poverty and public aid reliance, with many families not working or relying on neighbors.
