Southern Illinois water supply flips to normal

The Illinois State Water Survey reports May weather reversed Southern Illinois from moderate drought to normal. A near record wet May brought 7 to 14 inches of rain in the southern third, with Carbondale and Harrisburg areas over 11 inches, making it the second wettest May of the century there. Forecasts show 80 percent odds of near or above normal June rainfall in the region and 70 percent for June-August. May floods filled reservoirs in Eldorado, Harrisburg, Centralia and Salem as rivers like Cache and Little Wabash rose from low levels. Central and northern Illinois remained normal or above. Only the northwest district had 44 percent of normal rainfall. southeast reported 192 percent above normal and southwest 180 percent.

College loan plan raises costs under House bill

The House Education and Labor Committee approved legislation increasing college loan costs. A 4 percent guarantee fee would reduce a $2,500 loan by about $100 upfront, while monies lent to parents would rise from 9 to 14 percent interest. The panel backed continued categorical grants and cut NEA and NEH funding by 20 percent from 1981 levels, effectively about 30 percent with inflation.
