Senate tightens rules to bar Kelley style appointments

The Senate approved a bill to close a loophole that let Bill Kelley hold a port authority post while serving on a county board. The measure, backed by Rep. Bruce Richmond, would require appointing authorities to choose within their own jurisdiction and prohibit serving officials from naming one of their own members elsewhere. The House also sent to the governor bills expanding survivor benefits for Downstate Teachers Retirement System participants and other revisions, including changes to theft definitions and retirement waivers.
