Illinois House kills move for 25 percent tax ceiling

Springfield June 16 AP Tidvis will not back a 25 percent ceiling on federal income taxes. An 6-85 vote by the Illinois House rejected a Republican resolution urging Congress to call a convention to consider a constitutional amendment setting such a limit. Rep Marion Burks said 20 other states adopted similar resolutions and Illinois once approved it but rescinded the action during the last world war. Democratic legislators opposed it. Rep Paul Simon argued lower income taxes would hamper the U S fight against world Communism and poverty. Burks said the ceiling would promote government economy and curb federal aid to states, noting some brackets reach up to 1 percent of income. In consolidation news backers of school district consolidation legislation cleared opposition amendments and moved the bill toward passage. Reps George Cmirakon and Rae Heiple dropped tougher merger requirements from a referendum. Rep Charles Clabaugi said reorganization has stalled in Illinois.
