Auto tax proof bill defeated in Illinois House
The Illinois House defeated Thursday a bill requiring proof of personal property tax payment before motor vehicle license renewal. It fell eight votes short of 89, was kept alive by a postponement, and was backed by Downstate lawmakers who note Cook County collects little tax revenue. Rep. Clarence Neff cited 13 percent collection in Cook County and a $77 million gap yearly. Rep. Paul Edward argued Cook County and Chicago residents pay similar sums and warned of potential state enforcement of local tax rules. Birth control services for minors passed 94 to 32, moving to the Senate. The House also defeated a bill abolishing earmarked funds, and Elward saw a lobbyist registration bill pass. A model anti-discrimination bill failed, while mediation for public employees and employers advanced through a proposed Illinois Public Employment Relations Board.

The bills also authorize district transportation of students to the schools.

The Illinois Senate is expected to amend the House gas tax bill to two cents per gallon, backing from Gov. Ogilvie. The plan, from the Illinois Highway Study Commission, originally called for a 2 1/2 cent gas tax and 3/4 cent diesel increase, with bond financing to $2 billion over 10 years to repair pavements and add about 1,950 miles of new freeways.
