Governance ruling tightens student fee change process
Harris Rowe of Jacksonville chairs governance with two trustee appointees to be named. The board adopted a policy requiring any student fee or charge change to be heard at two meetings before approval to give trustees time for review. Brandt opposed, saying the change adds unnecessary direct communication from non administrators and leaves presidents little time to respond. Brandt offered no comment. The board also approved a salary plan from Brandt raising many SIU C employees by 50 per month, averaging 2.6 percent across the board and 5.4 percent for merit, excluding those under collective bargaining agreements. Raises for bargaining-unit staff to be negotiated with Civil Service Bargaining Organization represented by the Illinois Education Association, covering about 750 employees.

Student Center fee approved despite center completion
Dale students have paid a long running recreation center fee for 13 years, and the university board voted to earmark $10 of the $11.75 annual charge to operate the center while the rest funds repairs and modernization. Vice President Bruce Swinburne warned the $10 may still fall short of yearly operating costs and warned a future increase is almost assured.

Randolph nursing home workers approve two year contract
Randolph County Nursing Home workers, part of Local 2402 AFSCME, voted to accept a two year contract after mediators helped end a pay standoff. The agreement includes raises of 40 cents now, 20 cents in December, and 10 cents plus a cost of living raise in June 1979, with a three week vacation after four years and an additional holiday. The deal omits medical insurance and raises resident subsidies and rates may rise. The union and county board negotiated amid earlier stalled talks and a potential midnight strike.
