Haig pushes to place State Department in charge of policy
Secretary of State Alexander Haig moves on Inauguration Day to propose an executive order and interagency group realignment that would elevate State Department leadership in formulating foreign policy while preserving roles for other agencies. Reagan aides report the memo faced hesitation from some advisers as White House weighs alternatives. Reagan meanwhile assigns initial responsibility to the State Department on hostage talks with Iran and terrorism issues.

Thompson vows veto on elected ICC and rate rollback bills
Gov. James R. Thompson said he will veto any law permitting public elections for the Illinois Commerce Commission and veto legislation to reverse or cancel ICC rate increases. He argues an elected ICC would be a grave mistake and could distort utilities regulation amid campaign money and potential court challenges to rate cases. Separately, a Cook County grand jury indicted Ronald Hillock, 32, former office manager of Fraternity Service Inc., in the loss of 209000 from Northwestern University fraternities and sororities.
