In Springfield, candidates began filing nominating petitions for the March 20 primary after a court challenge over redrawn districts. The Marion Unit 2 School District faces a projected deficit of more than 7 million with a four part plan to balance by June 2013. The finance committee recommends a tax levy increase, reallocating funds, raising 2012 13 revenue via higher fees, and staff reductions tied to redistricting. The board approved the measure under the Property Tax Extension Limitation Law capping at 5 percent of the CPI, whichever is less.
The GAO calls for the Department of Defense to direct the Army Corps of Engineers to prepare an environmental assessment for new river training structures in the Middle Mississippi, secure water quality permits, and model cumulative flood impact. It says the district relied on a 35 year old EIS and has not done postEIS analyses despite river and design changes. The St Louis District faces academic disputes over the structures, a key flood-control technique.
