State funding request for private child welfare agencies rejected
Illinois Director Jerome Miller rejected a full state funding plea from private child welfare agencies at a meeting with over 100 agency representatives. He outlined a shift toward family based care, with budgets kept below the 1973 level, new area directors, and per child rates from 11 to 40 dollars, while negotiations cover extra programs. A critic urged resignation but Miller stayed.
