Reagan to labor chiefs a call to start over
President Reagan said his administration was estranged from organized labor and urged Lane Kirkland and AFL CIO leaders to consider starting over with a new mutual consultation mechanism. Kirkland said labor would cooperate in any arrangement but oppose the economic program. He urged a strong anti recession plan amid deep differences. The White House sent mixed signals on rehiring air traffic controllers, with aides later clarifying the president is not considering reinstatement.
