Rhinelander Wisconsin September 22 fires wiped out the lumber towns of Gagen and Woodboro both near the Soo railroad with about 2000 inhabitants each Refugees fled toward Rhinelander many are missing and feared caught by the advancing flames A wind change saved Rhinelander prompting a request for state militia and aid to battle the fast spreading fires.

The case centers on a claimed Dallas to New Orleans railroad land scheme. affidavits from Texas officials claim no rights of way and denote a nationwide swindle with thousands of letters from duped investors. De Silvey, who exposed the scheme, reports public officials in Palestine affirmed the fraud and notes many victims. Bope released on bail says he believed the plan was legitimate.
