The Schley Court of Inquiry convened at 1 PM with Admiral Dewey at the center of the court table, flanked by Rear Admirals Benham and Howison. Schley and his counsel arrived just before, wearing official dress uniforms as a seventeen-gun salute signaled the opening. Schley objected to Howison serving on the court, introducing three witnesses to allege bias. the court sustained the objection and excused Howison, adjourning until a successor is appointed.
