William J. Bryan spoke at Greenville Darke county Ohio delivering a spirited campaign address with John R. McLean present and a Democratic turnout noted. Bryan defended the income tax and argued against the gold standard while urging voters to sustain Democratic platform principles. He also toured atop a private car with the Dayton-bound itinerary to continue across Ohio.
Vic Bouton of Reno Nevada was arrested in San Francisco on a Pauite County Nevada warrant charging cattle theft. He is the brother of actress Madeline Bouton. The report notes the arrest occurred October 19 with a Leased Wire dateline from The Silver State.
The Forty sixth Massachusetts volunteers were delayed en route to Manila after a drumhead court martial due to drunkenness. Thirty offenders were sent to Columbus barracks, while the rest were sidetracked at Valley Junction for further trials and guardhouse time. Trains remained halted at Valley Junction as actions continued.

The British Foreign Office states that the verbal changes in the Alaska modus vivendi are of no practical importance and have been really agreed to. It expects United States Secretary of State John Hay and the British Charge dAffaires in Washington to sign tomorrow.
