May 25 Washington. Secretary Long says there is no foundation for reports of a battle between Sampson's and Cervera's fleets. He notes no word of the Spanish fleet bottled up at Santiago, but believes dispatches suggest Schley will soon meet Cervera, nearing the war's end.
President McKinley issued a call for 75,000 additional volunteers. Enlistment is open and not limited to the National Guard.
A Hong Kong dispatch reports Manila tranquil while Madrid says insurgent leaders in the Philippines have offered their services to the Spanish governor general.
Secretary Long received an official dispatch announcing the battleship Oregon arriving at Jupiter Florida. The destroyer Buffalo and cruiser Marietta accompany her.
The transport fleet sailed for Manila at 3 o'clock this afternoon from San Francisco on May 25.
