Havana telegraph indicates Cuba nears armed action against U S governance as General Gomez faces criticism and rifts widen with General Brooke. Soldiers cry foul at an American backed exchange policy while Gomez supporters predict a shift in leadership and possible annexation fears. Washington pledges continued control over Cuba with orders from officials in the capital.
Washington May 16 General Brooke has not reported a serious Cuba situation to the War Department and none is believed likely. The President grants plenary powers to island officers, with General Myer’s Cuba visit reinforcing War Department confidence as operations move toward the island’s best interests. The Cuban army officers are said to be upset over payments they expect from appropriations.
Captain F E Buchan of the Twentieth Kansas Regiment says General Funston has no political ambitions and does not wish to engage in politics. He last saw Funston before leaving Manila for Lololos on April 18, planning to go to Cuba after the Filipino rebellion to pursue cattle ranching.
Wallace Idaho May 16 A habeas corpus hearing by Attorney Robertson focused on County Commissioners Boyle and Stimson in the Coeur d'Alene riot cases. If no unexpected events occur, every mine in Coeur d'Alene except Bunker Hill will shut Thursday.
Andrew Carnegie departed London today bound for Skibo Castle. In an interview he criticized constant begging for subscriptions and vowed his philanthropy funds are exhausted, saying appeals only increase postal costs.

He had earlier deposited 2600 dollars to straighten his government balance, authorities say. Wingfield Hagey of the Seventh Cavalry died of pneumonia in Havana on May 1.
Pretoria reports arrests of seven men at Johannesburg on high treason charges connected to a plot by the South African League to recruit 2,000 men for rebellion. Detroit May 16 Thomas L Johnson representing the street railway companies has conceded a key point. City commissioners refuse to sign a security franchise unless fares remain at three and five cents. The main dispute now is whether a thirty year franchise should start from the sale or from current franchises expiring in about fifteen years. A price between 16 and 17 million dollars in thirty year bonds or about 15.3 million cash is anticipated if bonds can be floated.
