The bulletins detail Spanish reserve fleet sightings off Africa, scarce Manila provisions, insurgent sieges of cities, and Dewey’s dispatches reporting 2500 prisoners and harbor warships protecting civilians. Also noted are cattle and equipment ads from Nevada merchants and early consumer notices.

Also reported, the British warship Talbot left Porto Royal for Havana to evacuate British subjects and the consul. Deserters from Puerto Principe join the patriot army, prompted by fear of the American fleet. Frank Belew, a Dixon prisoner, was hanged at Folsom Prison after an eleven and a half minute ordeal, reiterating his earlier confession of murdering siblings. The Cologne Gazette notes Germany’s neutrality in the Philippine question remains official policy, with German warships in Manila seen as protection for German interests.
