Washington AP reports the vast military pay raise would become law by nightfall, boosting basic pay and allowances for service members. The measure, cleared by the Senate last Thursday, would raise many grades including majors and lieutenants, with combat zone and dependents allowances. President Kennedy was expected to sign promptly.
Preparations are complete for the Southwest Regional Meeting of County Health Associations to be held Saturday October 12 in Las Cruces. Registration starts at 9 a.m. at Town and Country Restaurant with local speakers a Heart Research Program film and a Q and A discussion period. Grant County Heart Association members include Dr Edgar Rygle president Lewis Vencill treasurer Sidney Curtis memorial chairman and Dr Robert Kit. Public invited.
Washington AP report states Senate leaders aimed to extend the six year old Civil Rights Commission for one year as debate continued. Even Sen. Richard Russell acknowledged the measure would pass though opposition lingered. The extension would pause the commission’s dissolution while Congress weighs President Kennedy's civil rights legislation, including a broader four year extension of powers.
In a five car derailment near Belen a brake failure and dropped coupler set off a wrecking race. Wreckers from Belen Winslow Albuquerque and Clovis fought to restore service as a seven car derailment then blocked the yard. By Monday night traffic rerouted and both lines reopened the next day.
In Moscow Premier Khrushchev told Russians in Izvestia that large wheat shipments will come from Canada and Australia and that the Soviet Union may not need U S wheat. He said bread can be economical and current resources will cover normal needs.
Mississippi governor Rass Barnett visits Princeton University to speak at the Whig Cliosophic Society amid campus protests. An anti Barnett rally and NAACP picketing accompany the event as Princeton President Goheen criticizes the invitation as untimely and ill considered.
Washington AP report on Kennedy administration leaders failing to marshal a majority in the 27 member Senate Finance Committee to strip Byrd of scheduling control on the House passed 11 billion tax reduction bill. Hartke considered a challenge. Smathers warned against it. Byrd defended committee timing. Smathers called delaying tactics. Debate could hinge on civil rights action and House timing, with cloture possible and next year likely for action.
The New Mexico State Health Department announced the year's first polio case, a three year old from Grants. The child contracted the disease in July, with reporting delayed pending lab results. One case so far this year compares to eight statewide in all of 1962.

Secretary of the Treasury C Douglas Dillon told IMF and World Bank ministers that the United States appears to have slowed the rise in its international payments deficit The deficit rose to 4 2 billion in the first half of 1983 and Dillon noted early signs of improvement He supported studying the international financial structure but warned that any changes must reduce Americas payments deficit while maintaining stability IMF boss Pierre Paul Schweitzer backed a staff study within IMF framework and said groundwork for expanding the worlds currency resources is prudent
Hurricane Flora, powered by top winds near 110 mph, raged through the Caribbean with Tobago and Los Venezuela off the coast showing damage. Communications were cut as forecasters predicted a landfall somewhere in the Caribbean after a west-northwest path toward the Lesser Antilles, Puerto Rico, and Hispaniola.
Midland police report a commuter ferry carrying cars sank in heavy fog on the Ohio River after a collision with a tow boat. Ten cars were aboard the Midland to Shipping Port service and one occupant had been accounted for, with unclear total persons on board. Rescue crews from Montgomery Island became involved in operations.
In Chaves County a family car backed over Rosemarie Godi fer, a child on private property at the Haskell Maarkam farm near Dex ter. She died later at Memorial Osteopathic Hospital Roswell from head injuries as the family prepared to attend church.
Santa Fe New Mexico Finance Director John Gott reinstated La Joya Independent School District Supt A C Galaz and delayed charges against several board members until Oct 14 after an administrative hearing. Witnesses testified teacher contracts violated regulations and salary deductions did not conform with law.
At the annual New Mexico Credit Union convention in Roswell, E. H. Kemper of Silver City was elected vice president, succeeding Carl E. Peterson of Los Alamos. E. Twibill of Roswell was reelected president, with Eleanor A. Uzick of Gallup as secretary and Louie Evers of Clovis as treasurer. Other delegates from Grant County included Mrs. John Fleming of Chino.
