World grain crop near record despite slight decline

The Agriculture Department reported 1977-78 world grain output at 1,087.2 million tons, under last season’s record by less than 2 percent, with consumption at 1,057 million tons. Weather briefly improved conditions in key U.S. and global grain regions, yet subsoil moisture and drought risks persist in parts of the United States and Soviet Union. If patterns hold, July 1, 1978 stocks may reach about 202.4 million tons, up from 171.8 million, though revised downward from earlier forecasts.

Rates Not Good Says Gas Co Rate Plan Increases Quarterly

ALBUQUERQUE AP says a New Mexico gas company plans to adjust its rates every three months. Pauline Eisenstadt of Energy Consumers of New Mexico opposes the plan as harmful to the public and argues the PSC should hear consumer concerns. The executive notes the gas proposal differs from an electric index plan which lacks capital charges.

New Mexico seeks end of life rights and tax shifts fade in

In SANTA FE effective Friday a resident can execute a document to refuse maintenance to avoid prolonging life under terminal illness. The act provides physician immunity for withholding care and requires two physicians to certify terminal status. Other measures include felony license rules for horse race boards, stricter marijuana penalties, parental responsibility for delinquent children, school board recalls, optometrist drug use with certification, and fingerprinting for felonies. A $250000 housing program funds low income homes, with 25 percent in-kind match. Major severance tax changes favor unit taxation for coal uranium and natural gas, plus removal of vehicle inspections by July 1. The 1977 legislature passed 410 bills with narrow impact.

Eastern Airlines Sets Aside Seats for Non Smokers

Eastern Airlines agrees to reserve at least 65 percent of seats for nonsmokers and to pay a 10000 dollar penalty for denying nonsmoking seating. CAB rules require a no smoking seat if requested but do not set a specific quota. The settlement precedes CAB approval and could affect TWA and United complaints.
