President Truman urges universal training and aid package
In a twenty minute speech before noon yesterday President Truman asked Congress in joint session to pass universal military training and to revise the selective draft. He urged House adoption of a 5.3 billion dollar aid to Europe program approved by the Senate, calling for draft revival to strengthen armed forces until training can augment them. He warned against Soviet expansion and noted a mutual aid treaty among England, France, Belgium, Holland and Luxembourg with a fifty year duration and potential for others to join.
