Cape Girardeau defeated the city manager plan by a wide margin with 1301 for and 2349 against, precincts statewide showing opposition in all eleven wards. In contrast Slater approved 637 to 534 while Mexico and Fulton rejected the plan on February 16 and February 17, respectively, and Marshall approved on February 3.
