Slight error in highway measure may change program

A small wording error in a highway bill could upend the state program by allowing new routes to be treated on par with older ones. The intended text requires Nos 162 to 204 to wait until Nos 10 to 161 are graded and surfaced, but the enrolled file reads Nos 10 and 161. If kept, the error could pressure immediate construction of 1,000 miles of new highways ahead of long waiting routes from 1919.
