State Sen Terry Carpenter of Scottsbluff said he would introduce a bill to merge the technical community colleges and the state college. He proposed a 12 member board with six trustees from the Nebraska state colleges and six from the state Board of Technical Community Colleges, with a education board member voting on ties.
