Rain maker proposal discussed at Cheyenne county meeting
An enthusiastic county meeting at the courthouse heard Frank Melbourne through his Cheyenne agent submit a plan to provide rain for crops at ten cents per acre for cultivated land in Cheyenne county. A $3,000 guarantee is required, with signatures sought from farmers and Sidney backers to cover losses if needed. Edward McLernon named to close the contract, a five‑member guaranty committee formed, and a fifteen‑member notes committee appointed to collect farmer notes. The group urged prompt action and national interest in artificial rain testing by the agriculture department.
