Frank Johnson’s settlement proposal shocks creditors
Frank B Johnson’s proposed settlement for the State bank debts collapses with creditors rejecting terms. Cavanaugh’s oral offer split liabilities, proposing six tenths on the dollar, half cash, half assets, plus Johnson’s hidden Morgan notes. Creditor meetings end without accord as Johnson’s promises are scrutinized and possible court action looms.
