Coffey plan wins over Phye proposal for Sidney city funds
Over the past decade Sidney’s population doubled driving 15 miles of new streets. The Coffey plan, favored by municipal officials, edged out N W Phye Jr.’s Fremont proposal which tied mail route funds and gasoline tax allocations to county road miles and vehicle registrations. The Phye plan would have excluded cities from mail route funds, but the Coffey plan was seen as more likely to pass in the legislature.
