New Food Stamp Law In Effect This Week
Assistant Secretary Richard Lyng announced USDA moves to implement a January 11 1971 food stamp bill. The act introduces uniform national eligibility, free stamps for the very poor, a 30 percent income cap for most families, and optional under allotment purchases. It authorizes up to 1.75 billion dollars for the current year with flexible funding for 1972 and 1973, sets annual reviews of allotment values, and allows elderly recipients to use stamps for meals from nonprofit facilities. The plan includes a fair hearing process and invites public comments before Federal Register publication.
