Community role in curbing juvenile crime and delinquency

An FBI agent argues the community must share responsibility for youth crime alongside families and schools. He cites a 22 percent rise in juvenile population since 1952 and a 55 percent jump in arrests, noting only 3 to 5 percent of youths come to police attention for felonies. He discusses recidivism, auto theft costs, and that since 1950 crime outpaced population growth, with burglary rising sharply in some regions.
