Officials debate paying for family coverage and new bids, with a high option cited at 72.11 dollars monthly. Separate federal notice outlines a twinning program to lease SAD mineral rights, allowing private drilling tests to inform the U.S. Geological Survey.
The Sidney Board of Education retained Kirchner and Moore, an Omaha bond consulting firm, and scheduled a special meeting with Lincoln architect Dean Arter to discuss the planned construction bond. The USDA announces an $85 million 1976 Agricultural Conservation Program to encourage soil and water conservation on farms. It shares 50 to 75 percent of approved costs, with long term deals over three to 10 years, managed by ASC committees and grounded in local soil conservation district plans.
Lancaster County District Judge William Blue issued a permanent injunction blocking Nebraska from enforcing the 1975 motorcycle helmet law. The suit filed by Lincoln attorney Charles Noren on behalf of Scottsbluff dealer Allen Beyer argued the law is vague and violates due process by limiting individual liberty without public benefit. The state contended the law does not infringe rights and was enacted after a federal threat to withhold $7 million in highway funds.
Nebraska increased tax-funded support for higher education from 21.9 million dollars in 1965-66 to 100.1 million in 1975-76, a 357 percent jump, outpacing the national 311 percent rise. The MM Chambers study notes all 50 states boosted higher education funding over two years.
In western Sheridan County voters rejected a plan to merge Hay Springs and Rushville districts into a 19 district system. City votes favored 273 to 211, but rural areas opposed 638 to 64. Don Jones of Rushville expected defeat but saw broad public reaction.
