France seeks 10 percent wealth levy amid debt crisis

Edward W Pickard reviews France's proposed 10 percent wealth levy disguised as a voluntary contribution, plus 4 billion francs in new currency to stabilize the franc. The plan faces fierce opposition in the chambers, with concerns about inflation and exemptions for wage earners and some foreigners resident in France. The piece notes Dawes plan payments, potential monarchist hopes in Germany, and various political maneuvers across Europe. It also covers U.S. reactions to naval development, Turkey's Kurdish revolt, Arctic exploration plans, and other international notes.
